Uncut grass & weeds

I live in Cefn Golau, and have noticed that a lot of grass areas of the estate, including plots where houses have been demolished, and gardens of empty houses, are overgrown with weeds. The only grass cutting I have seen is by the sheep and cattle which roam the estate, and if there was a prize at the Chelsea flower show for the biggest dandelions, nettles and dockleaves, Blaenau Gwent Council would win the prize hands down.
