Blaenau Gwent County Borough Council is recruiting a consultant to draw up an ambitious regeneration vision for Tredegar Town Centre [Deadline: 11 January 2021]

The winning team will create a new place making strategy and delivery plan to create a new ‘modern, welcoming, socially inclusive’ environment for retail, leisure, tourism and local services in the centre of the post-industrial Gwent town.

The study aims to identify development options for land, buildings and transport infrastructure which boost the fortunes of the historic settlement which has suffered from reduced pedestrian footfall and rising vacancy rates as a result of changing retail conditions and the Covid-19 pandemic.

According to the brief: ‘Blaenau Gwent County Borough Council are seeking to commission a suitably qualified consultancy with proven experience of regeneration master-planning, place making, architectural and commercial development to produce a detailed place making plan.

The plan will identify and facilitate future regeneration activity within the study area that focuses in and around Tredegar Town Centre, Blaenau Gwent, South Wales. The purpose of this place making plan is to inform and influence future strategic decision making for regeneration activity within the study area and act as an evidence base to support Blaenau Gwent County Borough Council officers with future external funding applications.’

Tredegar is a historic town of around 15,000 residents which grew rapidly during the eighteenth and nineteenth centuries as a major centre of iron production. Following changing retail patterns – including the rise of online and out of town retailers and the impact of the pandemic – Tredegar now has one of the worst vacancy rates in the five towns of Blaenau Gwent.

The latest study aims to identify a range of built environment and transport improvements which could unlock renewal across the town. Sites covered by the study will include the Commercial Street and Castle Street conservation area, Gwent Shopping Centre, Tredegar Business Park, and key transport hubs.

Bids to deliver the two-part commission will be evaluated 70 per cent on quality and 30 per cent on cost. The deadline for applications is midday, 11 January.

I wonder if the funding is in place, or will it be like the splash park monies for Bryn Parc!

Nothing will change. Forgive my negativity, but it's an honest opinion. People mindset need to change, for first and most important. They need to become state independent. Secondly the state need to apply as less regulations, as possible to give newbie businessman more field to start their businesses. This will mean less socialism and more capitalism. Sadly people rather sit on benefits, than go to work. With that kind of attitude you can hire hundreds of consultants and draw millions of plans and still nothing will change. Welsh valleys are a beautiful place, but sadly destined to decline till it depopulates.

it'll take 6 months to review the applicants and decide that the money should be better spent in ebbw vale.

It's great to see that there is some badly needed development coming to our very rundown town. I hope that the roads through our streets are included in the scheme, they are shockingly bad through Inkerman Terrace and Park ville, and I'm sure we are not on our own. My only concern is that the consultation fees take a hefty chunk of cash out of the grant money. It seems that as soon as these firms know that it's public funds the screw every penny they can out of it. But, I'm hoping that the spending will be honestly and wisely well spent.
