In those days the town hall had a bell-tower.

I wonder what happened to the bell.

The bell was used when the town hall was a school. When Earl Street school opened the bell was taken down and hung in the park.It was rung when the park was due to close and it is still there on top of the ice house.

I can just about make out "Mr R H Spencer" in the top window at the very left of the picture.

Kelly's Directory of Monmouthshire, 1901 includes:-
Spencer Rd. Hy. solicitor & commissioner of oaths, Town hall

It's not much, but at least it narrows the year down a bit.

There was a sweetshop _Davies the Confectioners and Tobacconist- in Castle Street opposite the Cambrian. There was another sweetshop next to the Town Hall called Meesons. This was there until the early seventies.

Have done more research and discovered that the school bell was made in the iron works in 1837 and was removed and taken to the past in October 1877
