Apparently, the car was driven by a Mr Jack Knife, following an altercation with a Mr. Jack Frost. Both were unhurt although Mr. Frost is reported to have a suspected frozen shoulder and Mr. Knife continued snow blindness.
Police have expressed surprise at Mr. Knife's accident as he's normally quite sharp.
Blaenau Gwent Council have said that the wall would be immediately repaired when resources were available, sometime in 2018.

Ps. Mr. Frost has alluded Police, all day. Apparently he's a bit of a slippery customer.
When asked, the Blaenau Gwent Council said limited resources meant that they were unable to assist police in the foreseable future.

Police have spotted Mr. Frost, but he melted into the distance before he could be captured
Blaenau Gwent Council have issued a statement saying that t had greater resources been available...

Another statement has been issued by Blaenau Gwent Council categorically denying it was ever their intention to do any harm whatsoever to Mr. Frost or his first cousin, Mr. Snow, for that matter..
Indeed, during the past few weeks, especially, they had "diligently and studiously" avoided doing so by refraining wherever possible from using their carefully hoarded reserves of grit.
Of course the real culprit here was limited resources, especially significant during the Festive Season.
They also added that the rumour concerning the mission of the empty gritter was "utterly without foundation". The Councillors Xmas Party had, in fact, been held the previous week and the gritter was on an emergency call out carrying empty alcoholic beverage bottles to the Recycling Depot "in complete accord with the stated Policy of the aforementioned Council".
The Communique ends:
"So, like your Festive turkeys, you can all get stuffed...we'll have our ownback when we announce the Council Tax increases in time for that other great Christian Festival, Easter"
